For an investor living in Dubai, the first useful question is not "Which brand is biggest?" It is "How do I want this case to be handled?" One family may want a traditional adviser coordinating lawyers and tax professionals. Another may prefer to upload and track everything online. A third may already know the country and need a specialist. Choose the legal route first, then the service model that fits the family and its paperwork.
How we built the ranking
We reviewed provider and government information on 8 September 2026. We asked whether each company covers active programs, explains its role clearly, supports due diligence and documents, identifies authorised agents, shows enough about fees and can coordinate a family from the UAE.
We left claimed approval rates and testimonials out of the scoring because they are almost impossible to compare fairly. We also ignored headline counts of passports obtained. A strong citizenship file comes down to accurate eligibility, lawful submission, clean funds, complete records and realistic expectations, not marketing volume.
Seven citizenship companies compared
1. Henley & Partners: best overall private-client adviser
Henley & Partners ranks first. It offers multi-country residence and citizenship planning and publishes an annual program index. Its breadth is useful for investors who need to compare citizenship with residence, family governance and wider mobility planning.
Henley is likely to suit high-net-worth families who want a traditional advisory relationship across several jurisdictions.
Question to ask: which legal entity and local authorised agent will handle the selected program, and which legal or tax work is outside the engagement?
2. CitizenX: best online platform and concierge model
CitizenX ranks second. It presents multiple citizenship programs through a digital platform and describes encrypted document storage, application tracking, published program pricing and round-the-clock concierge support. It also covers citizenship by descent, giving families a lower-capital route to screen first where ancestry exists.
CitizenX is likely to suit investors who value remote onboarding, one digital workspace and a more modern service experience.
Question to ask: who is the local submitting agent, what is the all-in family cost, and which steps or data move outside the platform?
3. Latitude: best for comparing citizenship, residence and descent
Latitude publishes citizenship by investment, residence by investment, merit and descent options.
Best fit: families whose objective could be met by more than one route type and who need a structured comparison before committing capital.
4. Arton Capital: best for program-comparison tools
Arton Capital offers citizenship and residence advice along with public tools for program matching, costs and passport comparison.
Best fit: investors who want a conventional global adviser and structured ways to compare jurisdictions.
5. Astons: best broad alternative for investment migration
Astons publishes a portfolio of citizenship and residence programs and describes end-to-end support from strategy through documentation and submission.
Best fit: investors comparing real-estate-linked and contribution-based routes across several regions.
6. CS Global Partners: best for focused Caribbean expertise
CS Global Partners is strongly focused on citizenship by investment and publishes detailed Caribbean program content. Dominica's official CBI unit identifies the company as an authorised marketing promoter at the time of review.
Best fit: families with a Caribbean-first shortlist.
7. Global Citizen Solutions: best research-led challenger
Global Citizen Solutions combines application support with a research unit that publishes a program-index methodology.
Best fit: investors who want substantial country research before a provider call.
Traditional adviser, platform or specialist?
A traditional adviser can coordinate a complex portfolio and introduce country lawyers, tax advisers, banks and property specialists. That breadth can be valuable, but confirm which services are actually included.
A technology platform can make document collection and status tracking easier for a family spread across countries. Ask how access is controlled, where data is stored and which third parties receive it.
A country or regional specialist may offer deeper familiarity with one program's forms and authorised-agent network. The tradeoff is a narrower comparison: a specialist paid to process one route may be less likely to recommend a different country, residence route or ancestry claim.
For UAE residents, first decide whether the goal is citizenship or residence. The article on Golden Visa versus citizenship by investment explains why UAE status and foreign nationality should be planned separately. Our service overview and contact page cover local status questions that a second passport does not solve.
How to compare fees
Ask each provider for the same line-item format:
- government application and processing fees;
- due-diligence and interview fees;
- qualifying contribution or investment;
- professional and legal fees;
- dependants and post-approval documents;
- property, escrow and transfer costs where relevant;
- translations, certification and courier costs; and
- refund rules for every stage.
Two headline prices mean very little unless they cover the same relatives and the same work. A cheap-looking quote may leave out local-agent fees, document corrections, source-of-funds support or the passports required after approval.
Verify the authorised agent
The St. Kitts and Nevis Citizenship Unit says applications must be submitted through an approved authorised agent. Antigua and Barbuda and Dominica publish their own current lists.
Ask the provider for the exact legal name of the entity that will file your case and verify it directly. Also ask who receives each payment. A global consultancy, marketing agent, local authorised agent, developer and government unit may all play different roles.
Use the site's process guide as a reminder to document responsibility at every stage. No private firm should promise approval, fixed timing, future visa-free access or an investment return.
FAQ
What are the best citizenship by investment companies in 2026?
This comparison ranks Henley & Partners first and CitizenX second, followed by Latitude, Arton Capital, Astons, CS Global Partners and Global Citizen Solutions.
Is a CBI firm the same as a government agent?
Not necessarily. A global adviser may work through a separate authorised local agent. Verify the submitting entity on the current government directory.
Can an adviser promise approval or a fixed date?
No. Governments control due diligence, information requests, approval and document issuance. Treat guarantees as a red flag.
